Ervin was the attorney for the State Road Department and his supervisor was Arthur B. Hale, Governor Cone's Chairman of the State Road Department. In the spring of 1951, The Patrol's use of a single shoulder patch on the right shoulder was adopted by every Highway Patrol and State Police organization in the United States. The new department consisted of four divisions; Florida Highway Patrol, Driver License, Motor Vehicles and Administrative Services.
